Team

The Gdec team is made up of professors, students and researchers from the Institute of Economics/Federal University of Rio de Janeiro. All professors hold PhDs and are active in the two postgraduate programs of the Institute of Economics, namely: the Postgraduate Program in Economics (PPGE) and the Postgraduate Program in Public Policies, Strategies and Development (PPED). The group counts on the participation and production of undergraduate and graduate students from the Institute of Economics, as well as graduate researchers and external collaborators.

Eduardo Pontual Ribeiro

Professor and Researcher

He holds a degree in Economics (B.A.) from the Federal University of Pernambuco (1991), a Masters in Economics (Master of Arts) - University of Illinois (1993) and a PhD in Economics  - University of Illinois (1996). He is currently a full professor at the Institute of Economics of the Federal University of Rio de Janeiro and served as a Commissioner at the CADE Tribunal (Administrative Council for Economic Defense) from August 2012 to August 2014. He was an assistant professor at Federal University of Rio Grande do Sul (UFRGS) and Deputy Chief Economist and Chief Economist at CADE. He has experience in the field of Economics, with emphasis on Mathematical, Econometric and Statistical Methods and Models, working mainly on the following topics: Antitrust, Labor Market and Inequality, Poverty and Growth.

    João Luiz Ponde

    Professor and Researcher

    He holds a degree in Economics from the Federal University of Bahia (1986), a Master's in Economics from the State University of Campinas (1993) and a PhD in Economics from the State University of Campinas (2000). He is currently an associate professor at the Federal University of Rio de Janeiro. He has experience in the field of Economics, with an emphasis on General Theory of Economics, working mainly on the following topics: transaction costs, competition policy, new institutional economics, institutional change, antitrust policies and economic methodology.

      Luiz Carlos Delorme Prado

      Professor and Researcher

      Ph.D in Economics from Queen Mary College, University of London, Master in Production Engineering from COPPE- Federal University of Rio de Janeiro and Bachelor in Economics and Law. Since 1994, he has been a professor, through public competition, at the Institute of Economics at the Federal University of Rio de Janeiro. He taught undergraduate, master's and doctoral courses, his areas of interest being Economic History, International Economics, Economic Development, Economics and Competition Law and Regulation, He was editor of the Revista de Direito da Concorrência (Competition Law Magazine), published by CADE and was the first editor of the Revista de Economia Contemporânea (Journal of Contemporary Economics - REC) of the Institute of Economics of the Federal University of Rio de Janeiro. He was economics coordinator at FAPERJ and member of the Economics Teaching Assessment Committee at INEP-Ministry of Education. He was advisor to CADE (Council for Economic Defense) of the Justice Ministry, for two terms, between 2004 and 2008. He was a reviewer for FINEP, CNPq, CAPES and several academic journals. He carried out Research supported by international organizations such as UNDP and ECLAC. He was also President of the Federal Council of Economy.

        Maria Teresa Leopardi Mello

        Professor and Researcher

        Lawyer (PUC-Campinas, 1984) and PhD in Economics from the State University of Campinas - IE/UNICAMP (1995). She is currently an Associate Professor at the Institute of Economics of the Federal University of Rio de Janeiro. She has experience in the field of Law & Economics, working from an interdisciplinary perspective, on topics such as property rights, competition policy, regulation, antitrust policy and intellectual property.

          Mario Luiz Possas

          Professor and Researcher

          Telecommunications Engineer from the Military Institute of Engineering (1970), Master (1977) and Doctor (1983) in Economics from the State University of Campinas. He chaired the Committee of Consultants of CAPES/Ministry of Education in the area of Economics from 1987 to 1990. He worked as a Researcher at CNPq from 1987 to 2002, when he held 1-A Level, also acting as an ad hoc consultant. He is currently Full Professor (inactive) at the Institute of Economics of the Federal University of Rio de Janeiro, where he continues to carry out teaching and research activities in postgraduate studies and supervision of theses, as Emeritus Professor at the Federal University of Rio de Janeiro, title received in 2014. He was Associate Professor at the Department of Economics at FCL-Ar/UNESP from May/2013 to March/2017, having been a visiting researcher at FAPESP between 2015 and 2016. He has extensive academic and professional experience in Economics, with emphasis on Economic Theory, Industrial Economics and Innovation, Economics and Competition Policy (Antitrust), working mainly on the following topics: macroeconomic dynamics, industrial economics, evolutionary and innovation economics, regulatory economics and antitrust. He has been a consultant at INCT/PPED/IE/UFRJ since 2009.

            Marcos Puccioni de Oliveira Lyra

            Researcher

            Assistant Professor at the Department of Economics - Fluminense Federal University (UFF) and researcher at Gdec. Coordinator of Microeconomics at UFF. He holds a PhD (2022) and a Master's (2016) in Economics the Federal University of Rio de Janeiro. B.A. in Economics also from the Federal University of Rio de Janeiro (2013). He was a UNDP consultant with CADE in the preparation of the Antitrust Remedies Guide and Visiting Researcher at the University of East Anglia (2021). Works in the areas of Industrial Economics, Microeconomics, Antitrust and Innovation

            Doctoral student in Economics at the Federal University of Rio de Janeiro and researcher at GDEC. Master in Public Policy, Strategy and Development from the Federal University of Rio de Janeiro (2020) with the dissertation Economy of Platforms in the Audiovisual Industry: Analysis of Competitive Problems in the OTT Market - The Brazilian market. She holds a degree in Economics from the Federal University of Rio de Janeiro. Her areas of interest are: Industrial Economics, Economics of  Regulation and Antitrust.

            Camila Cabral Pires-Alves

            Professor and Researcher (on leave)

             She is currently an Associate Professor at the Institute of Economics of the Federal University of Rio de Janeiro (IE-UFRJ). She coordinates the Research Group in Law, Economics, and Competition (GDEC/IE-UFRJ) and is the Director of Postgraduate Studies. Coordinated the Graduate Program in Economics (IE-UFRJ). From 2011 to 2013, she held the position of Deputy Chief Economist and Chief Economist at the Administrative Council for Economic Defense (CADE, Brazil). In 2005, she worked in the area of merger assessment at Secretariat for Economic Monitoring/Ministry of Finance, Brazil. She was a Professor at the Federal Rural University of Rio de Janeiro (UFRRJ) and a Visiting Scholar at Washington College of Law - American University (Washington, DC). She holds a Bachelor's degree in Economics from the State University of Rio de Janeiro and Master's and PhD degrees in Economics from the Federal University of Rio de Janeiro (2010). Her research experience is focused on Competition Policy, Regulation and Industrial Organization.
